Is the maturity stage determined by firm size or architecture?

Architecture. A $15M firm can be at Stage 3. A $75M firm can be stuck at Stage 1. Revenue plateaus mark where architectural limitations become binding constraints.

What does Stage 2 look like?

Stage 2 is dangerous because it feels like progress. You have GovCon tools, but they are still disconnected. You pay the full cost of fragmentation but with more expensive software.

What makes Stage 3 different from Stage 4?

Integration vs unification. Stage 3 systems communicate; Stage 4 systems share a live data layer. Integration still requires timing and monitoring.
